Askew was one of the most effective and influential governors. He is credited with dozens of legislative successes, including reforming the tax system and creating the Florida Sunshine Law.
And when state lawmakers wouldn't require officials to disclose their finances, Askew went around them and went to the public, successfully passing the first Citizens Initiative in 1976.
