Two major laws that take effect October 1st in Florida

FLORIDA --   Two major changes that will take effect tomorrow.
The Federal Flood Insurance rate is going up.
   
Thousands of people living in older homes in flood prone areas are likely to feel the brunt of it.

The rate hike will make property owners pay full price for flood insurance, instead of the cheaper subsidized rate they used to.
   
Also on Tuesday, if you text and drive you could get a ticket.
Police can't stop you just for textingyou have to also have committed another crime.
   
A first offense will cost you thirty dollars.
And unless there is a fatal accident or injury, police can't search your phone records.
