PENSACOLA, FL - They say they won't go away until changes are made and justice is done.

A group of protesters was outside the Pensacola Police Department for the second time since the death of 17-year-old Victor Steen.

Steen died after being run over by Officer Jerald Ard during a chase.

Ard said Steen was acting suspiciously at a Brownsville construction site in the early morning hours of October 3rd, and then fled on his bicycle when the officer approached him.

Channel Three's Greg Neumann was at the police headquarters and had the very latest. Greg.

The protesters want to see changes made to certain police policies, but they're also upset about a new development they just heard about Jerald Ard's return to duty.

It's a situation they never expected to be in but a loosely organized group, some of whom witnessed Jerald Ard run over Victor Steen on October 3rd is still putting the heat on the PPD.

"We feel that its a terrible tragedy in our community, and we don't want to see it happen again."

Jonathan Parish is one of many young activists who feels the only way that can happen is if people make their voices heard.

Thursday, their main issue with the police was that they allowed Jerald Ard to return to duty.

"I feel like its a slap in the face to the family. I feel like its a slap in the face to the community."

Assistant Police Chief Chip Simmons says Ard returned from paid administrative leave last Tuesday but is not on patrol, and not even in uniform.

He will be assigned to desk duty, at least until the FDLE's investigation of the Steen incident is over.

"I mean, whether he's on desk duty or in uniform, patrolling the streets, I don't feel comfortable with him right now serving the police department in any capacity."

Assistant Chief Simmons says it is normal for an officer under investigation to go back to work especially if that investigation could go on for months.

But, the protesters say this is not a normal situation, and their immediate goal is to get the department to put Ard back on leave.

Long-term, we'll keep pressuring the city council and the police department for meaningful reforms to assure that something like this just doesn't happen again.

Members and supporters of the Southern Christian Leadership Conference are also out here tonight.
