PENSACOLA, FL - Family members of a teenager hit and killed by a Pensacola Police Officer during a chase say he would never disobey the police.

17-year-old Victor Steen was run over by a patrol car driven by Officer Jerald Ard.

The police report says Steen disobeyed Ard's orders to stop after Ard spotted the teen 'acting suspiciously' at a construction sight in the middle of the night.

A makeshift memorial has been set up here at the scene of the accident.

Meanwhile, Steen's mother still has many questions about the case.

Cassandra Steen/Victor Steen's Mother, "It makes me closer to God and it doesn't make me doubt my faith in God."

Cassandra Steen and her son, Victor, were spending an evening at home the night of October 4th when Victor decided to go out with his cousin.

Cassandra Steen/Victor Steen's Mother, "He walked out of the door and he gave me a kiss and and he said Mom, I'm going with Crystal and I said okay. I said you need to be careful."

Later than night, Officer Gerald Ard was patrolling Cervantes Street and thought Steen was acting suspiciously.

Ard says he approached Steen but he took off.

Ard fired his stun gun at Steen through his cruiser window while he was driving but he says he missed the teen.

Investigators say during the pursuit, Steen fell off his bike and into the path of Ard's patrol car and was run over.

Victor's mother says it was Officer Ard's fault.

Cassandra Steen/Victor Steen's Mother, "I'm not a vindictive person, neither am I malicious but, the love of God in me calls me to love him and to pray for him and to wish the best for him but he needs to be called into accountability."

Steen describes her son as always smiling with an outgoing personality and always respectful to adults.

Cassandra Steen/Victor Steen's Mother, "My son wasn't the type of child to defy authority because I didn't bring him up that way. Victor was brought up in the church from the time he was born."

Steen went to PJC Adult High School and planned on becoming a cook.

He would have celebrated his 18th birthday next month.

Cassandra Steen/Victor Steen's Mother, "I feel like God took my best. But I still thank him for even having Victor in my life."

Steen's funeral will be held this Saturday at 11 am at Greater Little Rock Baptist Church.

There will be a march at 9:30 from "R" Street to the church.

Officer Ard is on paid administrative leave.

FDLE is investigating the incident.
